decimal hours = hours + minutes ÷ 60.

30 minutes is 0.5 hour, not 0.30 hour.

Worked check

For 2 hours 30 minutes, decimal hours are 2 + 30/60 = 2.5. Writing 2.30 as a decimal means 2.3 hours, which is only 2 hours 18 minutes, so do not treat HH:MM notation as a decimal number.

Rule: decimal hours = hours + minutes ÷ 60. 30 minutes is 0.5 hour, not 0.30 hour. For a final check, distinguish calendar arithmetic from elapsed duration, confirm the intended local date or time zone, and inspect month-end, leap-year or daylight-saving boundaries when they can affect the meaning.
