Restore readable URL text in the browser and inspect the resulting structure before reuse.
Decode percent-encoded data only after auditing it. Count valid and malformed %XX sequences, flag likely double-encoding such as %25XX, and make + handling explicit so form-encoded text is not silently decoded with normal URL semantics.

Malformed percent sequences are reported rather than guessed. A %25XX pattern is only a double-encoding hint; some inputs legitimately contain a percent sign followed by hex-looking text.
Parse before editing, normalize only with explicit rules, preserve repeated query keys when they matter, and use batch tools when you need to audit many links consistently.
These browser-local tools do not resolve DNS, follow redirects, inspect remote HTTP status, verify TLS, or decide search-engine canonicalization.
