v11.02 conversions run in the browser. The new TOML path targets common configuration syntax rather than claiming a complete TOML conformance suite; Properties nesting is an explicit WebToolArc convention, not part of Java Properties itself.

Explicit config-conversion scope

TOML has no null and its type system is not identical to YAML. This converter rejects unsupported structures rather than inventing values.
