Repeated fall-back times can represent two instants. Open DST handling & compare more zones only when you need to choose an occurrence or build a multi-zone comparison.
Why time-zone conversion needs a date
A city or region can use different UTC offsets at different times of year. The selected date lets the browser apply the zone rules that belong to that instant instead of assuming one fixed offset year-round.
Ambiguous fall-back times
When clocks move backward, the same local clock time can occur twice. Use the DST handling controls when the exact occurrence matters, and verify mission-critical schedules with the source organization.
